Question for those that know PCGS crossover and "bodybags" (aka DNC)

So, I sent in some coins with my 8 submissions for the collector's club. Figured to do it before I forgot and it expired.
Anyway, I am ok with some of them not crossing. Wish they would, but I am happy with the coins and the holders they are in at that cost/grade, and can understand PCGS being a bit skittish on crossing without seeing the coin raw.
The question I have, and I have included a picture w/ 2 of the "bodybag tags" is that, under 2 of them, is a white sticker with nothing on it, while under the rest (that DNC), there is printing on them.
For instance, the 1881 in the picture was a blank white sticker and a DNC across the outter sticker.
The 1958-D has a barcode on the white sticker underneath, then the coin serial number and some other info. Here is what it looks like:

So, does that mean that, at one point, the ones with the info on the underlying sticker were actually "good to go" on the cross and it was at some finalization point they were nuked?
Does that mean the couple with no info on the bottom sticker were never close?

From all the coins that I have submitted as crossovers, I get the usual "10 choice checkbox" on rejections.

I didn't feel like cracking out a MPL, a PR67 merc, etc
PC - no pics for the coins uploaded yet

Amazing. I never got the bodybag tags when I did crossovers.
I never had them before either...first time I have had any not cross.
Anyways...just wondering if anyone knows why I see text on the white label underneath the blue one ....

I remember someone posting that they were doing that, for awhile, and I should have sent mine in earlier, I guess.
It now costs $20 per to get the notes on the attempts, at least, it appears that way from looking at the submission form.

Bochiman, 4 of those were from the infamous crossover submission that was holding up yours!!
Looking at the picture again, it appears that the bottom label w/o the serial number
had something affixed to it and ripped off, taking a layer of paper with it. I surmise
that perhaps the wrong top label was stuck onto it, and you lost the printing when
the error was corrected. I wouldn't read any further significance into it. FWIW.

The way I read your OP was that 2 of them had the "blank" bottom labels. If so, maybe
it was a simple case of swapping the top label on those, then pulling them off, and
correcting the mistake. If there were more than 2, then I'm out of ideas. Either way,
I think I'm done posting to this thread...
