from your pic, it seems to be a very nice coin. dont forget grading is an OPINION and it will always be that. The dealer didnt like it, ok, fair, but I am sure another dealer would love it. Dont take it too hard, i think its nice. Always buy the coin if YOU like it, and if you do that, then dont worry about what Joe Dealer may think.
The only thing I can guess he meant is depending on how the coin looks in different lighting it might be a bit less than full red in some lighting.
On ones that are red but not full red in certain lighting they can go either way when graded so he might have thought you could find a very PQ 64 RB for less.
I think the coin looks red enough to be graded RD so I think he was being too picky. I wonder how he would describe it if he was selling it, that's the real test of his opinions.
