    I sent this coin in hoping for a PR70 a few months back, and guess what? Milk spots. Thank goodness it wasn't a Cam/Dcam or I'd cry.

    It was before Elmer in the slabbing dept had lunch before inserting his thumb ito the coin to get it in the ring.

    The junk on the torch precludes a 70. Prolly turned after holdering.

    With modern technology & machinery it’s quite easy to produce a coin that looks exactly like the die.
    The imperfections come from wham bam handling, sorting, processing, distribution etc, something Proofs are not subject too.
    Change that we can believe in is that change which is 90% silver.

    I would imagine the spots developed after it was graded.
