    It appears to me to have been cleaned at one time, and I think I see evidence of the hair having been tooled, perhaps the eagle as well?

    Looks pretty good to me. Some of the details may look a little deep. Maybe it was tooled?

    I agree with the previous post about tooling, to me it looks like the hair due left of the eye was tooled, and possibly also at the bottom next to the bust. The eagle's head also looks strange to me, but that may just be my unfamiliarity with the design.

    My first wag would be the damage @ the field & back of head and on face.
    Change that we can believe in is that change which is 90% silver.

    I would also say tooling. The damage and the old cleaning are not nearly enough to stop a 179x-dated coin from slabbing; these get a lot of leeway for problems like those.

    I think it ended up in a PCGS "Genuine" slab because PCGS thought it was genuine, and the submitter thought it was a problem coin!!!

    perhaps Genuine would look better than

    the full description that ANACS or NCS would give
