NGC copper vs PCGS copper (old holder vs new, as well)

So, I am trying to round out my 8 free submissions. I have 6 crossovers that I want to send in, a 7th that I kind of want to send in, and looking for a filler for the 8th.
One of the options is an 1889 PR65RB IHC.
It is in an older NGC holder (no pics right now) and is toned and would likely come back as BN instead of RB if sent in to PCGS.
So, what is more desirable? Copper in a new PCGS holder with a BN designation or in an older NGC holder with RB?
Yes, same coin. I know. I just don't normally "play the holder" game, so I was wondering....
I only have about 3-4 choices of an "8th" coin to send in for the crossovers, and this is likely the highest value one. Else, it may become a toned 1923 MS63 peace dollar, a 48d toned Roosie MS66FT or a 72 type2 Ike in MS62. I just am not sure which to do since the rest of them I wouldn't bother doing a crossover with.....

ngc set registry allows pcgs too but ngc is not allowed in pcgs.

blah-blah-blah on me but i like pcgs holdered coins but apparently i'm not alone
so my take...yup a pcgs brn outshadows an ngc r/b unless the dice roll and you can cross it in same designation

Negative BST Transactions:
Crossing it would allow it to go in our registry set. Would also, likely, allow for an easier/higher resale on it if something happens to me, but right now, I am not in the market to sell it.
I do want to get these out with the quarterly special (nothing like waiting till the last moment there
The raw coins I am thinking about sending are mostly moderns (SAEs that have toned). The crossovers would cost more, I believe....I am getting ready to run those numbers, to do outside of the "freebies", so that is why I was going to do them.

dk....it is nice that you have your little jihad and all, but I've been around here long enough to get tired of it and ignore it. I am off the mind that folks have different reasons for different actions. You handle yours the way you want, and I will handle mine the way I want. In this case, I was looking for thoughts and opinions that had NOTHING to do with cracking it out, nor leaving it raw. It's too bad you can't respond to folks to answer their questions without going your own little way.
