I actually like the skin of th second more than the first here.
Photography definitely played an issue, but sometimes bad pictures ensue a mystery and a sense of wonderment in how the bad picture coin will turn out.
Hard to tell as the lighting and sizing is dissimilar on the two (I especially wonder if the dim lighting on #2 is intentional to obscure a dipped-out coin), but at first glance the second coin appears to have more details, possibly close to a 45. Choosing between the two, I would have chosen #2.
The images for #2 require one to use experience and imagination as well as faith in PCGS grading. Aspects seem to show more meat but the cheek and bust of #2 appear much flatter than #1.
