What's the deal with this Franklin?

I bought this because I like Franklins and it has a nice golden tone to it. I also noticed this raised metal below Ben's profile.
I have no idea what would cause this, but figured someone here would.

Is it the die that becomes delaminated or is it post mint damage?

can not tell from the pix if it a common lamination or not ..............

Agreed....the right side of the mark looks like a lamination but the left side looks like a die gouge so????
