Has this eBay policy been recently modified?

I know that this is not the eBay forum, but I'm confused and need help. Since the changes over the last year or so have gone into effect, it was my understanding that numeric grades COULD NOT be used in either title or description. But according to currently posted rules at eBay, numeric grades ARE allowed in the body of the auction.

Is that a modification of the rules as originally changed, or was it my interpretation that was incorrect from the beginning?

Rules pasted below verbatim, bold added by me:



Certified Coins
When listing a certified coin, the coin must be certified by one of the following authorized grading companies:

Numismatic Guaranty Corporation (NGC)

Numismatic Conservation Services (NCS)

Professional Coin Grading Service (PCGS)

Independent Coin Grading (ICG)

ANACS

In addition, listings for certified coins:

Must be assigned the appropriate grading attributes in each listing. Sellers must select the appropriate grading attributes within the Sell Your Item form, including "Grading Company," "Grade" and "Serial Number" provided with that grading.

The listing must include an image of the item, showing the coin in its graded holder, front and back.

If the coin listed is not certified by one of the above authorized grading companies, the coin is considered raw/uncertified and is subject to additional requirements for their sale.



Raw and Uncertified Coins
A raw or uncertified coin is defined as any coin not graded by one of the authorized grading companies. Sellers are permitted to list these items on eBay under the following conditions:

A numeric grade is not included in the title of the listing, such as MS-65, VF-25, etc. A numeric grade may only be included in the description of the listing.

The grading company or price guide is not referenced in the title or description.

A dollar value (even if personal opinion) is not included in the title or description.

    You can list a numeric grade in the description, but not in the title, there is no change in the policy since October, 2007.

    The beef many have had concerns coins slabbed by non-approved grading services such as PCI and SEGS. You can't mention the
    name of the grading company or initials anywhere in the title OR description (violating another Ebay rule requiring you to fully
    describe what you are selling) Some Ebay "trust & safety" staff consider the photo as part of the description, thus making it possible for
    the "coin police" to play "gotcha" with sellers they don't like.

    Rick Tomaska blew his stack when ebay pulled a bunch of Proof Cameo coins graded by PCI in their special blue label (no mention of the PCI
    grading company) which had Tomaska's signature, because Tomaska taught PCGS graders how to grade Cameo and DCAM coins, and today
    virtually 100% will UPGRADE at PCGS!

    the newest is to compliment the no seller leaving neg or nuetral is...sellers must have or maintain a 4.3 dsr to sell

    so now they are to be naru'in over buyers ratings that are running amuck

    "what a dead end this venue turned down and are driving it right off a cliff"
    everything in life is but merely on loan to us by our appreciation....lose your appreciation and see

    Yeah, if enough buyers rate your shipping costs as REASONABLE (4) you will be blocked from selling until

    I'm still trying to figure out how one's DSR improves if you're blocked from selling.

    Time, washing out the lower scores. Remeber that they use the most recent 12 months - on the 13th month, the scores drop off.

    So since the score that drops you below 4.3 is necessarily lower than 4.3 and is the last score to drop off, basically it's a 12 month suspension followed by a probationary period. I don't know many sub-4.3-worthy sellers that would wait that long before registering another user ID.

    Well this makes perfect sense!

    Punish those "bad" sellers that have:

    An "accurate" item description

    Communicate with their buyers "satisfactorily"

    Ship out their sales "quickly"

    and that have "reasonable" shipping charges



    with a 30 or 60 day suspension from selling! image

    I wonder who really thought this one through?
    I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.

    Yep. I just had a store listing axed overnight for daring to mention in the listing that the coin was in a Hallmark holder.

    Idiotic eBay rules. Just a venue, my ass...

    But I keep forgetting that eBay must protect everyone from these 3rd-tier self-slabbing scammers:

    I've seen listings with a "approximate ending value" in the descriptions and listings with the coin in a 2X2 with the price on it. Seems to me this would violate policy.

    Seen sellers blatantly circumvent the policy by making their gallery image text with the "TPG" and slab grade.

    The other thng that gets me are the guys who sell thrid world slabs in a PCGS box so they can key word (PCGS) spam in the titles.
