Seems like a fairly common, although rather large rim nick to me. But "large" is relative because it's such a small coin...it may not be bad in hand.
Apparently, PCGS does not think it is "damaged". So, really, it's all about what YOU think. Is your eye going to be drawn to the nick every time you look at the coin? Would you eventually regret buying it because you can't get passed the nick?
I owned a coin once with a nick in the left field of the reverse. This was a fairly large, colonial era coin and a major rarity. Even so, I found myself thinking about that nick every time I looked at the coin. I held onto it for a couple of years but eventually decided to sell it when a suitable replacement came along.
Gee, I would think a major hit to the rim like that is damage... I'd point it out if it were my listing. That is a key date. Last year I bought an extensive, uncertified, Barber collection with 2 dimes of that date. Both were harshly cleaned. One was worn much more the other was worn less. The first brought less than the current bid on the one you link to; the second more. I'd be happy to fill a hole in my folder with the coin listed were it to close around the current price. It will certainly go for much more...

I have a "With Arrows" Seated dime that is "With Big Staple Scratch". It is certified by NGC. NGC reviewed the coin and said it was fine with my coin in the current slab. I think it is a gem coin with staple scratch that has been net graded. Anyway, such is life in the world of certified coins...
Bottom line: my staple scratch is worse than the rim nick on the coin linked too because it is in a major focal area and is more distracting.

I dunno much about these coins...is the 02 O a key date? You could send it to PCGS and see what happens.
