    30 to 35, I don't see the cleaning. Odd toning however. Usually they tone darker, not lighter, at the rims.

    may be a BB if only for the edge ding at around 11:00
    and ,what looks like wear could just be from a weak strike
    which New Orleans Morgans are notorious for.

    VF35 with a "look" that isn't convincing as being original.
    When in doubt, don't.

    The '95-O is readily available in large numbers in circulated grades and many have wonderful eye appeal for a circulated coin. This one has far less than average eye appeal for a VF35 coin. Unless offered at a deep discount for the grade, I wouldn't be interested.

    What appears to be wear is really just a poor strike typical of an O-Mint coin; thus, XF40. As for cleaning, the pic does make the coin look off, but it's just a pic.
