Why are 1951-P MS66RD cents so pricey? and 1951-P mint set question

I was just on ebay pricing out 1951-P PCGS/NGC MS66RD cents. It looked like they were going for $100 - $200 or more. What's up with that? I was expecting them to be more like $30.

How much could I expect to have to spend to put together a nice 1951-P PCGS/NGC MS65-66 mint set (with RD, FS, FB, all that)?

1951-P cents can bring $300-400. each in PCGS MS-66RD. PCGS makes the coin earn the grade before
    slabbing it MS-66RD.

You might be able to land an MS-65RD 51-P at your target price of $30.

They are very hard to find carbon free, they have tripled in price in two years. When it comes to wheat cents NGC coins would go for WAY less than a PCGS coin.
