It's post-mint damage, probably from either being in a "Lucky Penny" holder, or just having another coin pressed into it on the edge.
It's not a mint error, sorry to say....

O well, still looks cool. Its justweird how the rim of the coin is raised and how the raised parts match up with some of the motto. Thanks for the response Fred
