How does a dipped VG coin get into a slab?

How does a heavily worn coin that has been dipped to look like a shiny slug have the wherewithall to make it into a respectable slab? The coin is positively shiny-ugly, yet because it is rare, it gets slabbed. 160 year old coins should look old and somewhat dark with age. Any shiny washer-like 160 year old coins should be rejected with prejudice!

    Read the PCGS grading standards. They will grade certain problem coins.
