  I think he may have left that up by accident. I did once and you would be surprised
  at how many people used it just to save 50 cents on a 20.00 item.

  Fees are 0.00 on a one cent sale.
  
  What I imagine happened is these are leftovers from when you could list store items for less than 1.00. Those continue to relist until canceled. He probaly had Best Offer clicked on other items and just left it up

  It comes out of the S&H. It will probably be mailed in a PWE. Can't confirm, just a guess. Gotta recoup money somewhere.
