EBAY PAYPAL NARU'D SELLER ISSUE... PLEASE HELP :(

BroadstruckBroadstruck Posts: 30,497 ✭✭✭✭✭
I'm a bit nervous as the Ebay seller went MIA after I paid him late last night?

I won a lot and paypal'd the seller, went to sleep and now just found the following message...

Important Message from eBay Loss Prevention Department

The following is a notice from eBay Trust & Safety regarding:

Our records show that you were a bidder or buyer of one or more of this seller's items. We recently removed this seller's active listings and suspended the seller's trading privileges. Due to privacy concerns we cannot share further details about this seller.

If the seller asks you to complete this transaction outside of eBay, we strongly recommend that you do not proceed with the transaction. Transactions for items listed on eBay but then completed off of the eBay platform are not covered by buyer protection programs offered by eBay and can be highly indicative of fraud. For more information on Offers to Buy or Sell Outside of eBay, copy and past the following Help Page link into your browser: http://pages.ebay.com/help/policies/rfe-spam-non-ebay-sale.html.

If you have already paid for this item but have not received it, you should take all possible steps to receive reimbursement.

1. If an amicable resolution cannot be reached, the buyer can close their Item Not Received dispute and escalate it to a claim. If the transaction was paid for using PayPal and qualifies for PayPal Buyer Protection the claim will be routed to PayPal for review typically within 30 days. (http://pages.ebay.com/securitycenter/faq/itemnotreceivedprocess.html)
2. Stop payment with your bank if you paid by check.
3. Contact the Security Department of your credit card company to file a chargeback if you paid via credit card.
4. If you paid via Western Union or MoneyGram, contact the company directly (Western Union 800-325-6000 or MoneyGram 800-926-9400). eBay does not protect payments made via Western Union or MoneyGram per our Acceptable Payments Policy (http://pages.ebay.com/help/policies/accepted-payments-policy.html).
5. If you paid with PayPal, eligible transactions will receive coverage up to $200 at no additional cost. However, the majority of transactions may be covered up to $2,000. To file a claim with PayPal, login to your PayPal account and copy and paste the following link into your web browser: http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/protections-buyer-outside. Scroll down to the bottom of the page and click on the File a Claim link. PayPal claims must be filed within 45 days of the close of the listing. It may take at least 30 days to complete the investigation and resolve the dispute.

Please do not respond to this email, as your reply will not be received.

Regards,

eBay Trust & Safety

This would seem to be the answer to your question of what to do. Hard to speculate on what happened to the seller without knowing who it is, but eBay could remove sellers for a variety of reasons.

I have the sellers personal email address and before he was tossed off Ebay it was mentioned the item would be shipped out today... do I ask for Delivery Confirmation and an Insurance Number -OR- call it a day?

I'd much rather have the coin then the funds!

The seller was new as of 3/13/08 and had a 100% feedback level of 6.

You have 45 days to file a paypal claim, so if you want the item, I would email the seller and ask for a conf number like you suggested, if it isn't there as promised in a week to 10 days, file the paypal dispute.

There's always the seller following through and shipping your items today. Without eBay providing a reason, worry is premature. Try contacting the seller and see what he says. Good luck, Mike

    Hi,

I would just wait for the item to show up. If it does not, file a PayPal dispute. Make sure you follow their guidelines
and it should turn out okay...

If the guy uses PayPal online shipping, you are going to get an email with the details. If a couple of days goes by
without such a notification, email the seller and ask the status of the shipment.

IMHO, you should wait awhile to be concerned about this...

Thanks Everyone I'll have a little faith and see what happens in the next few days... as the item was to shipped Priority Mail.

Ask the seller for a tracking number. May be a good seller and eBay just caught them closing an auction to sell it to a bidder outside the Bay
  • BroadstruckBroadstruck Posts: 30,497 ✭✭✭✭✭
I just fired off an email asking for all the tracking info once the item has been shipped... now I guess I just wait and see? image

A sterling member of eBay for 25 days. And you trust this person? Obviously he/she had a huge problem of some kind. Forget the coin, chances are the seller doesn't have it anyway.
  • do you have a link to the auction? like to know who it was. I had a similar situation, filed a dispute after failed attempts to contact seller,

and immediately escalated it to a claim (paypal rep advised it) and was refunded in full once the seller didn't respond to the claim

(as expected) within ten days. that would have been almost 1k out the window if paypal hadn't given me solid direction in handling it.

learned a valuable lesson that day....check what amount is covered by paypal guarantee ($200? or $2000) and how long has seller been

doing business on ebay (six feedbacks...all as buyer? all within a month or so?) avoid fly-by-nights even if the deal seems good, the old

addage, if it seems too good to be true, it usually is......good luck with your situation, but call paypal for direction, they can help you if

    you need it. image

I got the same email this morning, I wonder if we're dealing with the same seller. He had some variety coins listed, most of which were misattributed, but then there was one 1941 Lincoln DDO which was correctly identified. I did not win, but because I was an underbidder I got the notice anyway.

I don't really know what to say except good luck, and let us know how this is resolved.

I just had one of these, the seller never shipped and PP credited my account with the pull amount. BTW, the seller never responded to the dispute.
It is not exactly cheating, I prefer to consider it creative problem solving!!!

do you have a link to the auction?

No as it's not even listed in my Item's Youv'e Won section, nor am I obligated to leave any Feedback... it just Poofed!
To Err Is Human.... To Collect Err's Is Just Too Much Darn Tootin Fun!
  • wile the transaction has not cleared as of yet, file a dispute, then escalate to claim. takes 4 days before funds clear his account.

I had won a Chinese auction it spooked me the same way, they then froze his account within in 2 days. before your funds will clear.
I think i said item not received as the initial dispute then the immediate escalation to claim, bidder not answering emails.

  • Could be that the seller missed a fee payment and eBay suspended him because of that. Don't always assume the worst, such as the seller is a fraud, etc. Give it a few days and see if his account is restored.

If the seller seemed honest there are a lot of reasons why ebay could have naru'd him and they make lots of mistakes. As a seller I've completed perhaps a dozen transactions with naru'd buyers who contact me and still want the item. Generally the story is that ebay screwed up and they're fighting with them. I have actually seen one of them reinstated. --jerry

I've had a seller who got naru'd and completed the transaction promptly. Mike
  • He probably got locked out for shill bidding. You wont be able to contact him via ebay, he probably won't have your personal mailing address. You might be able to contact him using his email address. I would say it's a gamble, he might send you the coin, he might not.

OK I filed a Paypal dispute as I have not recieved the item, nor been able to get any sort of email reply from the seller.

Now the odd thing I noticed is his Paypal account mentioned "The recipient of this payment is Unverified" and so now what does this mean?

Sorry to here that. You may still be able to get the money, but since you waited so long the funds have probably been taken out of his account.

An unverified PayPal account has not been linked to a bank account.

The process of verification puts two micro deposits into your bank account. Once you communicate the value of those deposits to PayPal...your account is verified and they will allow you to transfer money electronically directly from PayPal to your Bank.

If you do not have a verified account...that is...if PayPal does not have your Accurate Bank Information...then they will limit the amount you can spend.

Sellers with verified accounts can transfer money from PayPal into their bank account electronically.
Sellers with unverified accounts will have to request a check for a $1.50 fee.

But, most important to you is the PayPal Buyer Protection Policy, here:
    Buyer Protection Policy

    ...specifically, section 13.9...
"13.9 eBay Items Eligible for PayPal Buyer Protection. Every item on eBay (except Live Auctions and vehicles) that meets the above requirements is eligible for PayPal Buyer Protection up to $200.00 USD (Basic Tier Coverage Amount), but items are only eligible for PayPal Buyer Protection up to $2,000.00 USD (Top Tier Coverage Amount) and should be identified as eligible items in the eBay listing if: " blah blah blah

And..section 13.8 above about the eligibility requirements mention NOTHING about the sellers verification status.

I do not think you are "SOL".

Don't paint such a dark picture. File a dispute, that starts the process. [edit] Oh...you did file a dispute. Probably a 1 week timer on that as they send nastygrams to the seller.

    Oh look. Midnight. image
  • Get the seller's tracking number and contact info and establish communication prior to the purchase.

If PayPal has the funds, they will eventually release those funds.

Include this communication in your e-mails to PayPal.

The admission that the product has not shipped is probably all eBay/PayPal needs to refund your money.

True, if the sellers account has been deleted, the seller cannot access his account to view deposits, let alone refund them.

[edited] Now, politically correct gender neutral speak!

[second edit] Although some folks have issues with PayPal...it's more likely that the issues are related to fraud than anything else. I have trust problems by default with things like this. The person could have used the stupidest login/password in the world and gotten insta-hijacked. Or bounced a check on PayPal. Or was caught with wrong information in a verification check. If only we knew the real story.

    New from paypal...

After careful review, this claim has been decided in your favor and $200.00
USD has been credited to your account.

This is the maximum amount covered by PayPal. If your claim was for more
than the amount recovered, the outstanding balance is due from the seller
and we will make our best effort to recover it for you.

This case is closed. No further action is required by you at this time.

We have completed our investigation of this case. We attempted to process a refund from the seller's account to your account. Unfortunately, the seller's account does not contain the funds necessary to cover this refund. We were able to recover $200.00 USD. We have taken action against the seller and are working to recover the remainder of your refund. We will contact you when we have more information. No further action is required of you at this time.

IMHO, I agree. be happy if you have a way to recoup your funds. like cancelling a check or contesting the payment in paypal.

(people whine about paypal all the time here, but in this case it's a saving grace of the transaction).

people get NARU'd all the for doing crappy stuff. I got a similar letter after buying a low-end golf club from an experienced seller (no red flags). I never saw the club but got a refund via paypal image

whoa image that SUCKS (in light terms)

it was most likely never his to sell in the firstplace. fraud.
  • I was about to ask how much you lost out of it... of course you don't have to tell that.

If they did freeze his account like he claims, maybe... just maybe... you'll get more money later. Trying to be optimistic, but if it was me, I'll mentally write it off as a loss.

I'm sorry that happened to you.

Have bought and sold on BST, many references available when asked.

A bit more then $200... and I just sent the seller a lengthy "Do the Right Thing" email as it's not the refund I wanted it's the coin. This is like the 4th time since being on EBay for almost a decade that I have run into sellers with great feedback that go MIA and then vanish... right after I pay them. One international and on two occasions when Hurricanes hit Florida and New Orleans, no paypal recovery on any of those and I wrote the last two off as a mental donation toward disaster relief.

So I guess if I ever make a profit on ebay... I'm just recovering my losses! image

I skimmed quickly but did not see if you payed with credit card or not. If yes, call the credit card and say you never received your item. You will get your money back.

If not then you can hope paypal comes up with something but otherwise it's a hard lesson learned to not pay with funds from paypal and to always use credit card.
  • It's a PCGS cert coin should I post the pics... as the coin IMHO is now HOT?

Please post photos and realize the volume of feedback can be as important as the rating. 100% positive with 6 feedbacks and 3 weeks as a seller is NOT good. PayPal's Buyer Protection of $200 for low feedback (volume or rating) is a tip off. Always use a credit card in the future.

Sorry about your bad luck on this one but like most of us - Lessons are learned the hard way!
  • adamlaneusadamlaneus Posts: 6,969 ✭✭✭
An alternative to the 'always use a credit card' option is to insist on never bidding over the PayPal protection limit.

I have never had this issue (yet), but I began this process a few months ago.

I use the Paypal debit card to withdraw funds and leave nothing in Paypal or my linked banking account.

When I purchase coins I use a credit card through paypal.

I only started this because of what I have learned here on these boards.

Thanks, I hope some how it works out for you.

"Unfortunately, the seller's account does not contain the funds necessary to cover this refund. We were able to recover $200.00 USD. We have taken action against the seller and are working to recover the remainder of your refund."

If they can recover $200- of the money (the limit of money they pay up to), why couldn't they recover the whole thing?

    I'm thinking Paypal's crooked.
