Sheet cut PSA menko babe ruth

Ok, I been seeing these 1950's menko sheets on ebay with babe ruth and thought they were pretty cool but not cool enough to justify the price Anyway..
I noticed a few of the babe ruth cards that are featured on the sheet in PSA slabs with a numerical grade.
My question is since there is no dotted line to distinguish where the cut should be made can't a guy buy a PSA 7 trim it and resubmit for a higher grade? Not that I would do this it just seems there should be a certain size requirement or something to prevent just this. Does this make sense to anyone or am I missing something here? Below is two from current ebay auctions notice the one on the left has quite larger boarders.

Ok but the problem I'm having here is "what if" you had one that was perfect besides say the bottom 2 corners a guy could just crack it out trim it resub and have his gem mint card.
I thought PSA does not grade sheet cut cards? I'm just kinda confused here is there not a specified size requirement for these then or what? Like I said If I'm missing something here let me know.

PSA recently changed their policy with regard to hand cut and/or strip cards. They still state that they do not grade cards "cut" from sheets (I'm assuming this is with regard to mainstream manufacturer issues). I think that you are confusing sheet only issues with standard factory issues that are cut from sheets.
With regard to trimming an "oversized" Menko, I don't see how it could be anything more than an ethics issue as there isn't a defined size standard. I get the feeling that PSA (and any other TPG that grades them) is flying by the seat of their pants on this one...

As for the mini PSA 7 Menko, I submitted that card. Did a cruddy of cutting it, and it was badly off centered on the back. In my hast to submit something that looked "presentable" it became a mini bordered "mini". I was satisified with the grade afterall too.
Word of advice on the Menko sheets, the bottom edge falls victim to toning/staining issues.

My statement was referring to PSA having changed their policy TO GRADE strip and sheet cards. The OP seemed to be under the impression that they DID NOT. I was using the words "recently" to convey that it is a relatively new policy.
