1909 VDB PCGS MS67RD 67 is all about luster, color, blemish free fields and strike quality. One area that can take down the grade is Lincolns shoulder. As a high point, unless the strike is strong it can show multitudes of Teeeny planchet nicks, from contact marks Before the coin was struck.

Omaha Bank Hoard coin that was probably a bulk submission. Maybe a one second look from the graders and had the lustre that put it in a 67 holder. All a guess of course.

The hoard you uncovered seems to be a great batch discovered at the exact worst time. PCGS will not give out any 68s right now and 67s will be very tough now and in the future. Don't use the Omaha hoard as a barometer, as most collectors know the label is the kiss of death, as most were well overgraded. If there is any Lincoln that you think MAY get into a 67 holder, think again before sending it. Nice ones will come back a 66 every time and some will get 65.
