Plain and simple............
No matter how cheap it is priced or how good it looks don't buy from a seller with less than 100 feedbacks and a score less than 99.8.
Sure you might miss a few deals but if you want to avoid a lot of problems just follow this rule.

New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.

Another good tip is to be sure to read the complete auction in it's entirety.
First thing I look at is feedback, 2nd shipping charge/And I bid accordingly.
3rd, I look to see if their shipping includes insurance if item is higher priced, and if they combine shipping/at what rate if I would like to buy multiple items to compensate for shipping/more items/silver for example.
4th, if anything is below 100%, especially buyers with feedback in the thousands - you have to take that into consideration -- then I immediately go to toolhaus.org.
That said, as carefuly as I am - I just got ripped for 40 bucks because the seller's feedback, while good - was a small percentage of their thousands of feedback, and they had lots of negs on non-delivery - the one time I failed to look - My bad.

Except that you can't get 99.8% feedback until you have 400+ feedbacks. So if you have 100 feedbacks, you either have 100% or 99.0%.
So yeah, if you're perfect, you only need 100...but if you have one blemish, you need 400.
By the way, that 99.8% will probably need to be revisited once sellers can't leave feedback any more.

I have a feedback of over 200 with one retalitory negative from a dishonest seller that leaves me with a 99.5% rating. I guess that makes me a problem waiting to happen.
Ziggy29 may be right about only needing 400 feedback to get 99.8%, depending on how ebay does their rounding. Looks like I was a bit slow in my typing.
the new FB rules are implemented.
My rule is to buy from sellers that are "large and stable;"
or, from folks I already KNOW.

You also have to watch out for that seller who has built a reputation just so he/she can come in for the kill. I have seen it happen. Also high jacked accounts seem to happy fairly often. There is no fool proof protection.

2. Ask to be notified when item is shipped or check is received
3. Buy from only those with 99.8% feedback
4. Resist the urge to neg someone.... Don't say anything if you can't say something good
5. E-bay can read your messages to and frm a buyer/seller so if you are positive in your communications, have a good attitude, and are honest, even minor problems will be resolved in your favor
Also sample and read some of the feedback. Many buyers will leave a positive, but what they write is not positive. They leave it as a postive in fear of getting a negative feedback themselves.

Good advice, but part of that equation deals with the price. If you buy a $7.99 Lincoln cent, you aren't taking too many risks. Secondly, I don't mind buying from a seller with 2500+ that has had a dozen or so negs. Percentage wise, he has to be decent to get the rest positive.
For myself, a no-return policy is the kiss of death on any auction. In seven years, I have not bid on any coin without a return privilige.

Actually not; OP did not require 99.8%, but a minimum of 99.8% which means the seller just has to be 100 for 100.....
