i've seen that with world coins too; looks more like the strike wasn't full in those areas. the majority of the coin is still round in those areas, as opposed to nasty rim dings that make indentations on the coin's rim.

Agree. The rim of the die is chipping due to metal fatigue resulting in multiple mini die breaks.

It's in an NGC slab. That's why I'm thinking they can't be a bunch of rim dings (or else they would have BB'd it, right?)
