Does this look like an MS67RD reverse?

Hi, this is a really nice coin in an old NGC holder...the obverse if very nice, just wondering if the reverse would be good enough to make an MS67RD on a crossover or crackout. Thanks for your opinion!

That is a MS65RD at best at PCGS IMHO.

No, for hits and the spot by the E, it would be something less that a 67.

The dong on the 0 might keep it out of the 67 state I would gather it would bring 66 depending on the obverse,

It also has some small corrosion might be a little prob
