Looks like a laminated planchet. It's a real mint error. imo

Since it's on both sides, I'm inclined to say Cracked Planchet, which would carry a premium.

Cracked planchet, a genuine Mint error, worth a slight premium to an error collector, shunned by a Registry set collector.

If it is indeed a real mint error it should get slabbed, unless there is other issues with the coin.
