  Hey TD,
  The normal strike on the 32's is usually very good to excellent. This one looks a little weakly struck.
  I am also seeing a cleaned coin.
  
  Usually when you see the weakness on the word STATES and EPU on the reverse you will see a stronger strike on the bust area on the obverse because they are opposite each other. I believe you are seeing decent wear on the obverse and a weak strike on the reverse.
  
  I don't see this hitting the XF level.
