Non Paying Bidder

First time this has happened to me. Guy wins coin for $445 back in the middle of
January. Don't hear anything from him until late that month. Says he will send a check on
Feb 1st. Never shows up. I email him a week ago asking what's up; no reply.
I check his feedback and the last two sellers have neg'ed him for non-payment. He only has 14 feedbacks.
If I file a non paying bidder thing with Ebay can this guy give me a retaliatory neg?
I can easily resell the coin, I just want to get a refund on the FVF. And can I neg him?

If he responds to the UID, yes he can neg you. And, it doesn't matter what the response is. He can tell you to pound sand and still neg you. If he doesn't respond to the UID he can still neg you, but the rating would automatically be removed.

If the sellers remembered to take that step. Surprisingly, there are some sellers who just post the negative feedback and forget about the UID process.
