I cant see why the bottom coin was returned in a bodybag as questionable toning. Any ideas?

Check out my current listings: https://ebay.com/sch/khunt/m.html?_ipg=200&_sop=12&_rdc=1
so any doubt would likely sport a BB.
Other than that it looks like a nice coin.
It's a shame that for the fees they charge they can't take an extra 30 seconds to communicate exactly what the issue was.

The thought did cross my mind.

Yes. They were back to back.

<< <i>OT, but what did the one cent grade? >>
The graded coin is a 64 which I expected. I thought the bottom coin has a shot at 65.

That service is no longer available unless you want spot review. Price would be almost the same as a regrade. You can pay an additional $20 for a detailed write up of why a coin ends up where it is. i.e. BB or grade.

ARE YOU LISTENING PCGS?? How about giving the reason why a coin has been BB'd - that's the least you can do for the money paid - or do you find it difficult to stand behind your decisions?? - HOW ABOUT IT?? It's about time - give us one good reason why you dont??
