  I would give the obverse fine details and net the coin to VG because of the marks and rim cut at just past 12 o'clock.

  Much nicer than a VG. I'd say F12 at least...could go 20 detail-wise

  I don't think that is a post mint rim cut.
  I see thia as a low grade Fine coin.
  It grades a 12 with a LOT of character.

  Some coins are just plain "Interesting"
