Is Fleer Tradition the same as regular "Fleer"?

I am trying to collect a sample of cards from each year of the regular Fleer sets. I see in recent years there is no regular "Fleer" set, but is "Fleer Tradition" still considered the regular Fleer set, or do the regular sets no longer exist?

I know that Fleer Tradition has been out since at least 2001, they did an all horizontal set that year. I do not think thought that there was just a regular Fleer set for that year, but I am not 100% positive.
Through 1997 just Fleer was used.
1998,1999,2000,2001-Fleer Tradition
2002-Fleer & Fleer Tradition
2003,2004,2005-Fleer Tradition
2006-Fleer & Fleer Tradition
Not sure about 2007, my book is the 2006 version.
