What is this?

I found this late in the fall and never got around to asking. Two little pieces are broken off from part of the lower base. I found those two small pieces, but it looks to be missing one small part still. It some writing, but it is all on the broken of parts, and i never found one of those parts, but is does say-DELCO(i think) and has an H with a circle around it, and MADE IN ______.

It's an old car horn. I would guess from the 60's early 70's at most (hit wrong number for dates). The Delco is for AC-Delco a manufacturer of parts for Chevy and GM cars.

Looking at the picture before reading the "DELCO" part of your description, and having no idea of the relative size of the thing, I thought it was an old oil lamp mechanism at first, but upon closer examination, I see the "car horn" theorists are indeed correct.
