Gio- You need to open a separate account on eBay just for buying, so that when you have to pop a guy like that it wont hurt your sellers account. Who cares how many negatives you get in return on an account that you only plan to use for buying. There ya go. You're welcome in advance.

If your not going to neg him, you could file a claim against him since you paid via paypal and you didnt get what you paid for.
you could choose to leave NO feedback and see what he does.
Regarding the "waiting for the check to clear" I declare shenanigans! With the "check 21"act checks are debited much faster and clear quicker. It's unheard of to wait 10 days to clear.
