Disappointing results from NCS

I've had pretty good luck putting spotted or otherwise fugly proofs through NCS for 'conservation'...I picked up this 1964 AH Kennedy on eBay from a seller whom I've bought fantastic proofs from before, because I thought it might have a shot at cameo (he didn't say it was, but based on my results with other coins from him), and the price, although a gamble, was a bargain if I could get the cameo designation or a higher grade. There were scattered white flecks on both sides, and I thought for sure it would look and grade better after some NCS love. I sent it to NCS/NGC, and this it what I got in the mail today:

I'm not disappointed with the grade or the non-cameo (I agree the contrast is too light), but the coin looks exactly the same as it did before I sent it in. The flecks are still there, and I was charged $20 for conservation. Any idea what these flecks might be? Are they in the metal and that's why they're still there? Anyone have similar results? Just curious.

    The flecks are milk spots and can never be removed. Sorry. This subject is talked about often around here. The show up on a lot of 1950's and 1960's proof Frankies and Kennedys and ASEs.

    Didn't know they'd been around that long- I thought it was a modern thing!

    It's a HUGE problem with the Accented Hair Kennedys. More so then any other proof.

    Thanks for the info, Russ- I had no idea they were so prevalent. I understand now why the nice one are so expensive!

    Why would you think that coin would CAM at all?
    It is not exactly cheating, I prefer to consider it creative problem solving!!!

    It's the photograph...the coin actually looks close in-hand, and at first glance you'd think it was...

    I actualy have an accented hair with a huge milkspot just right of Kennedy's head about the size of a pea. Its a shame.
