  From the scan, I'd say a strong MS-65, with a shot at a 66. Very nice coin!

  I like the toning. Hopefully the "milk" is on the plastic not the coin. Aas far as the grade i would have to see it without the plastic. It looks pretty nice though.

  I agree that it is potentially in the strong MS-65 range except the possible issue of George's cheekbone. Is there a ridge of a rub line there or not? I cannot tell as I cannot tilt the coin to get a better look. If it is there as opposed to a shadow then the coin could go as low as MS-62.
  
  Also the coin could benefit from a touch of mineral oil to see if the milk spots can be removed, if they are indeed milk spots. The mineral oil is non invasive and can be used sparingly. PM to remind me to explain the best way to use the mineral oil but you might b e best to have the coin looked at in person by another knowledgeable poster to make sure that this coin is the right candidate for the mineral oil.
