That's not a stamp and I don't think it's dremel work. I believe that is a jeweler's engraving job. --Jerry

POSSIBLY a metal detecting hunt coin (paid competition hunt) that used buffalos for prize tokens (number denotes the prize).

We've done the same with memorial pennies, stamped numbered on one side, but painted red on the other so you don't miss it.

It was done with a hand push flat graver, it,s called a wiggle cut..It,s a common cut for engravers to use in knife, gun and jewerly engravering.

Marking it like that reminds me of my discovery as a kid that double stick tape holds stamps in a album much better than those little hinges....I just threw those away. --Jerry

That means its a factory 2nd - the coin probably has some small surface defect or shop wear but was otherwise useful, so the Mint released it anyway with that 2 so no one would confuse it for one of the 1st quality wares.
