  I believe it stands for "Special Mint Set".

  NGC calls these Specimen. I think NGC is more correct.

  How come there are no MS70 1964 Kennedy's? Surely someone saved one in pristine condition.

  That's not the issue; it's whether the Mint ever produced one in pristine condition. High volume usually means low quality.
