  Not really, a PSA 8 goes for about $20-$25 on ebay and that one looks like a 7. I'd pass and get one graded already.

  It's not uncommon to find raw copies for under $20. For what it's worth, I bought two raw copies that are in pretty good shape for under $29.00 over the past week.

  That's exactly what I was thinking. The last PSA 8 Ripken sold for $19.50 (250181821926) and the one before that was $15.51 (120178904713).

  I think you should pass on this one. A PSA 8 sells for around $20, that card does not look like a PSA 8 to me.

  Well $5 is less than $20 so if thats the price then pick it up.

  Looks 8 or 9OC to me and thus worth much less than $20 to me.
