newbie help with 1886 Morgan in plastic block

Hi, I bought this Morgan 10 years ago at a farm auction. I have always assumed it was a cleaned coin. In the past few months I have started collecting coins again and I pulled this out of a box to examine. I have never had anyone knowledgeable about coins look at this and my coin knowledge is limited. Could the good people of these boards take a look at the pics and give me an opinion on if it was cleaned and what my options would be. I will be joining a TPG soon to grade some proofs I have bought from the mint and wondered if I should send it in to be looked at. Does PGCS or NGC cut coins out of a block or would something like that be extra?
Sorry for the quality of the pics, I am just trying to learn how to take pictures of coins and the 2 inch square Lucite/plastic block this coin is in did not help

    Yes, looks cleaned. Proofs in Mint sets can be sent to PCGS as is.

    Though a common date, that does appear to be an exceptionally nice specimen. Not sure, though, if it can be safely removed from its plastic tomb. I always shied away from them and didn't consider the possibility of freely them.

    the way the luster ends around a star on the obverse i am going
    to vote polished to a shiny satiny sheen.

    leave it like it is and use those same pics to sell it on ebay.

    Yep, cleaned from what I see. Put it on your desk at work, if you have one, and you'll be pleasantly
    surprised at the response and opportunity you might get to buy coins.

    Might be the best plastic you ever own.

    That isn't just a "polished" coin, it's been SUPER-POLISHED. And it's worth more left in the block just the way it is.
