It is possible that the curved line is the remnant of a 2 left over from the process of making a new hub, but nobody is sure. Back then they would take a raised hub of the current year, in this case 1942, and grind off the last one (or two) digits. They would sink this into a die blank and make a new master die, and engrave the last one (or two) digits into it. That would then be used to raise up a new master hub, from which could be made, in this case, 1943-dated dies (with possibly intermediate dies and hubs).
If in this process they did not completely remove the 2 from the old hub, the 1943 master die could show a 1943/2 date. However, this is not considered an overdate in the traditional sense of a die being physcally altered (up to the 1901/0-S $5) or hubbed from two different dated hubs (starting with the 1909/8 $20), and generally does not bring any premium.
