quarterly submission question

It says add postage just for the free submission so does that mean that on a $500 coin you would add a seperate $17.35 for return shipping or you could just pay the $18 and have it graded with the economy submissions?

    If you use the economy submission it will be $18 plus the $17.35 in postage plus the $5 per submission fee.

    You have it correct.

    I wish they would change the rules on them so the special could go with another submission only free.
    I don't know why it can't be done? Maybe someone has a good reason.
