Looks legit. It mentions your user ID in the greeting which usually means it's legit. It doesn't ask you to sign in anywhere does it? If not, then I am pretty certain it's legit.

You need to call eBay ASAP. That or use their online chat system. Maybe that e-mail was a fake, but all the spam I've gotten from them has NEVER mentioned my real user ID in the greeting. If the spammers are doing that now they're getting a lot better.

ebay will always send you the legit emails to my.ebay.com.
they also send it to your registered email account, but too many
spoof/fake emails makes that a dangerous avenue.
