Ebay question - how to allow a single foreign bidder?

I got an EBay-mail from a guy in Europe asking me about bidding on one of my items. Normally, I restrict it to US only.
I responded telling him if he had a US shipping address, it would be OK. He provides a US shipping address.
How do I open up bidding to him, but not to others outside the US?

    I don't restrict my sales to US bidders only, as i've found that about 80% of my really nice stuff has been going to overseas buyers recently. The favorable (to them) exchange rate and their growing economy, is causing them to bid high and heavy. I sold one coin for 4 times over current book value for the grade. I can see restricting buyers from some countries, that have a high rate of theft problems, or even overseas buyers with bad or low feedback, but if you're doing that across the board you're probably losing a bit of money on your auctions.
