Ebay Help with Bad Seller

I am having a problem with a seller. On 9/11 I purchsed a PSA graded card for $15 with $4 s&h. I won the auction and paid the seller through paypal that day. It is now 10/11 and I don't have the card. The seller has 1000+ feedback at 100% with one neutral. I emailed him now for a fourth time. I didn't send the first email until almost two weeks after I won the auction.
I do want the card, but this is absurd. The $4 s&h is a bit on the high side, maybe because he's sending it pony express? If I leave a negative and file with paypal, he will probably leave a retallitiory negative on me. I am a newer ebayer and have 100% feedback with about 40 purchases. A negative with such low feedback would not look good, so this possibility worries me. Any advice?

No question this is one of the flaws with ebays feedback system.

That is a tuff one, as Leiascards said this seller deserves a Negative, but he will probably turn around and hit you with a Neg. also..

Have you gotten the seller's contact information and called him? If you sent him a straight email rather than using ebay contact, he may not have seen your email. If he's like me he uses my ebay to keep up with messages about transactions - don't really expect them to come through email. Also, with the junk mail blocks that most providers have, legitimate emails can be stopped before getting through. I needed a paypal password and the email provider blocked paypal before it even went in the spam file and on another email account I regularly have legitimate emails sent directly to the spam file.
As others have said, if you are only buying a negative won't hurt you.
Also, interested in how much you feel you were overcharged for shipping.
The way to get a response is to file a paypal claim ASAP.
People respond to problems differently. Some respond by email some only respond after you stop the cash flow. Some will respond to either but I find most volume sellers don't have time to chase every email so paypal claims are the way to go. I typically get a response within 24 hours of a claim. A claim is not nessecarily a bad thing because it affords the chance for both sides to discuss and resolve.
If he is a stand up guy, and his feedback says he is, I bet he treats you very fairly once he knows there is a problem. In your case I would assume he doesn't know about your issue until he responds to your claim.
If he does not act on the paypal claim and you get your money back, leave feedback accordingly. If he treats you fair but was slow with delivery, leave that feedback.
You can leave pos feedback for a completed transaction but note slow delivery and poor communication. That's what I would do. Some sales are easy, some are like pulling teeth.

As for the matter in question try and email the seller through ebay first before you do anything else. Your item may be in the system.
