Not really! It is clearly described as what it is. If it were misleading, wouldn't somebody have bid on it by now? Empty wax boxes (and wrappers too like it or not) do have a place in this hobby. Do a search on eBay by "empty wax box" and 264 of them pop up.
I've seen much worse S&H charges. Base rate for Priority Mail is $4.05. He's charging $6.95. After adding delivery confirmation he's making maybe $2.00 for the "handling" part. Minor peanuts in my book.
