What are this Morgan's chances for an MS65 upgrade?

From NGC or ICG. Seeking some opinions from people more experienced than myself, which includes probably everyone reading this.

I think it won't upgrade due to the scratch on the chin and the scratch above the third star from the date.

Cool NGC old Fattie holder and coin.

Scratches on chin and neck preclude a grade of 65.

I agree. Very nice coin, but not a 5. Even if you resubmitted it and got the 5, it is still the same coin, right? People will pay more for a PQ 64 than a dog of a 65, unless they are just plastic chasers.

I think it's maxxed out in the holder it's in. It would be prudent and wise to leave well enough alone. But don't listen to me

... I'd sent it to PCGS for a crossover.

I agree with the others. Don't think they would go 65 on it. Furthermore, getting a 65DPL on regrade would not be likely at all, though you really cannot assess PL status from such images.
