NGC is actually tougher on FBL than PCGS, while PCGS seems a bit tougher on overall grade.
NGC- MS66, shot 67, probably FBL based on the pic. Coin seems to be original with no marks whatsoever.
PCGS - MS65, shot 66 and FBL.
Now if I submitted it......... 64 and no FBL, maybe even a BB. PCGS has just killed me on Frankies. I cracked out a '50, PR65 UCAM and PCGS sent it back as PR63 and not even a Cam. That was a head banger......

My first instinct was to dip as well. But if you look at the contrast in the reverse field between "TED" of United and the bell hanger, it looks like possibly the coin has suffered from a loss of luster.
If that is the case, a bath prolly wouldn't do the trick.

Tough picture to grade. Depends on the luster, could be 64, could be 66. Then again could be AU based on the color changes on the high points.

I agree that it is 65fbl. I think it would look nice in hand and it probably has nice luster. I think it's just the image.
