Question about halfs

OK I'm fairly new to this so can anyone please explain to me why some of the commemorative coinage was minted different years such as the Oregon trail memorial (1926, 1928, 1933, 1934, 1936, 1937, 1938 and 1939) , Arkansas centennial etc etc? I always thought that they were to mint the actual commemorative year and not keep on minting and minting. Thanks

As with modern commems, their actual purpose was to make money for somebody.
