Have you tried your nearest American Express Travel Office? That's where I go, and they can issue foreign currency money orders in plenty of different currencies. Banks such as Chase may also be able to issue foreign currency money orders through the mail.

On the other hand, a simple statement in English may eventually work for you since most Europeans can read or speak English to a certain extent.

Vous prenez de l'argent aux Etats-Unis?

That's without using a translator. Roughly translated, it says 'Do you take U.S. money?"

I send cash when dealing overseas unless they do paypal. I mean if they are going to steal your money they don't care how you give it to them and what are your recourses either way if you don't get the coin?

It is MUCH easier to exchange dollars for foreign currency IN Europe. If you allow him a favorable rate, he should jump on the dollars. Currently I would suggest $1.45 to the Euro. Market rate today is $1.38/Euro.

BTW, I speak pretty good French and whenever I've traveled there and spoken to people in French, they almost immediately responded in English to show their English is better than my French. When I tell Japanese or Mexican gardeners to quit leaving their pamphlets in my driveway they immediately become unable to speak English. A Frenchman who doesn't speak English is very uncommon and I would wonder if they are just giving you the runaround.
