What software is great for Framing or Matting ?

I have seen some excellent examples here. I have Picture-It 99 but I am just a beginner when it comes to framing or matting 2 coin images. I am only interested in framing or matting both the Obverse and the Reverse. Anyway, I was just practicing tonight and this is what the completed project looks like. But I am not very satisfied with the outcome. Like I said, some of you guy's are excellent at this. What software do you use ?.

I use Photoshop Elements 5. Version 6 will be released shortly!

The blue and yellow may be fine for a Football cheerleaders outfit, but it is very distracting for a coin frame.

I use Picture-it as well. I don't need much besides croping and pasting. I have a template made out to the size I want using their .png file extension and then save as a .jpg file 200 dpi for the web.

Edited to add: no mat or background here, I just wanted to show off a neat coin which just went to a new home.
