Tetricus II was proclaimed Caesar under his father Tetricus I, who ruled the Gallic empire which broke away from Rome. They were some of the few (perhaps only?) usurpers who were defeated yet lived to tell the tale. Upon their defeat by Aurelian in 274, the victorious emperor spared their lives.
This coin has an uneven or flat strike (which I suspect is not uncommon on these), but you can tell from the sharper left side of the obverse that it is in a much better grade than the weird strike would suggest.

Glare on the slab made this one very difficult to photograph and shows the slab scratches. Coin photography can be frustrating at times
