2000 Linc. Wide A-M

I have the 2000 Linc wide A-M. It has some tiny little circles on the obverse and reverse that look like
water stains.My question is: Is there a way to remove the stains without harming the coin?If I have it graded with the stains,will PCGS bag it?I will appreciate any feedback you might want to throw at me.

    Are these spots white or are they little black rings ?
    One is milk spots from the rinse, one is carbon spots. The only problem is that these carbon spots tend to keep a coin from grading over MS64. I haven't gotten many "milk spots" on coins except for silver.

    A question I have is : How do these marks come and how do they differ ?
