Does paypal protect buyers from fraud?

If I buy an item on ebay that isn't authentic , do I simply contact my credit card (used as source for paypal payment) and file with dispute resolution dept? I am asking seller to allow me to return item if after I receive it it is determined to be a fake. If he says yes but changes his mind, what are my chances for recouping the $$ ( $125)

I had an issue with a seller who sold me Bobby Orr rookie in a tampered cased. Refused to refund my money after I had PSA confirm issue. Had to file a fraud claim with PP and they pressured the a-hole to refund my money.

seller's eBay feedback rating is at least 50;
At least 98% of the seller's eBay feedback is positive;
The seller has a Verified Premier or Verified Business Account in good standing;
The listing was on an eligible eBay site (eBay.com and certain other eBay sites self identified as such)
PayPal is listed as an acceptable payment method; and
The seller is a PayPal User from one of the following countries:
- Argentina - Italy
- Austria - Jamaica
- Australia - Japan
- Belgium - Korea
- Brazil - Mexico
- Canada - Netherlands
- Chile - New Zealand
- China - Norway
- Czech Republic - Poland
- Denmark - Portugal
- Ecuador - Singapore

Question still remains however...if you paypal with cc as funding are you protected?
I did exactly that! I got all records downloaded from Paypal before they closed me permanently. I was happy I won the fraud case with my credit card and cared less about a paypal account--they did not help me when I needed it. Sure, they froze my account, but no big deal, there was nothing on it. I simply opened up a new paypal account using a different email address and the rest is history.
