Does paypal protect buyers from fraud?

If I buy an item on ebay that isn't authentic , do I simply contact my credit card (used as source for paypal payment) and file with dispute resolution dept? I am asking seller to allow me to return item if after I receive it it is determined to be a fake. If he says yes but changes his mind, what are my chances for recouping the $$ ( $125)

    PayPal only protects up to a certain amount. I believe it is 250 dollars. What they will do is try to get your money back by pursuing the seller. Of course, this is only effective against a seller who wants to maintain their account.

    I had an issue with a seller who sold me Bobby Orr rookie in a tampered cased. Refused to refund my money after I had PSA confirm issue. Had to file a fraud claim with PP and they pressured the a-hole to refund my money.
  • my understanding is that paypal payments that are funded by a cc are the way to go for buyer protection...just not sure if it is 100% effective. I usually use my bank account as funding source but in this case there is a high degree of certsinty that it's a fake and just want to get ducks in a row.
  • The amount of protection depends on the sellers Feedback and status. My listings are protected to 2000 dollars. You do need to go through Paypal first and attempt to get your money back. Paypal has been known to freeze the accounts of members who by-pass their protection before going through their process

    ebay scam rippoff read this thread,this may tell you something,this guy was only protected for 1000 card for 200.00,not sure how that works, but somebodys making $, just not the poor guy that got ripped off-you can get more buyer protection somehow, i just never fooled with it much, i use my paypal credit card if its a high $ item and dont want to get took to the cleaners!

  • Seller Requirements for 2000 dollar paypal protection:

    seller's eBay feedback rating is at least 50;
    At least 98% of the seller's eBay feedback is positive;
    The seller has a Verified Premier or Verified Business Account in good standing;
    The listing was on an eligible eBay site (eBay.com and certain other eBay sites self identified as such)
    PayPal is listed as an acceptable payment method; and
    The seller is a PayPal User from one of the following countries:

    - Argentina - Italy
    - Austria - Jamaica
    - Australia - Japan
    - Belgium - Korea
    - Brazil - Mexico
    - Canada - Netherlands
    - Chile - New Zealand
    - China - Norway
    - Czech Republic - Poland
    - Denmark - Portugal
    - Ecuador - Singapore
    - Finland - Sweden
    - France - Spain
    - Germany - Switzerland
    - Greece - Taiwan
    - Hong Kong - Thailand

  • seller has decided that he isn't comfortable guarenteeing authenticity and is pulling item....
    Question still remains however...if you paypal with cc as funding are you protected?

    I think everyone is saying that you are protected by Paypal up to whatever amount they guarantee based on the seller. Your credit card protects you based upon your issuing bank's fraud policy, so in essence, whether or not you pay by CC through Paypal or by bank withdrawal you are still protected the same VIA PAYPAL. By using a credit card you are doubling up your protection in the cases where Paypal doesn't offer a full refund.

    Let us say PayPal has failed to protect you from fraud. Your credit card is your last line of defense and it really is a good tool. After you celebrate victory from your credit card helping you out, you can kiss the paypal account good bye. It will be permanently closed. So, remember to download all your records concerning transactions before risking closure of PayPal. You may want to keep those records since you never know what you need to look up or research.

    I did exactly that! I got all records downloaded from Paypal before they closed me permanently. I was happy I won the fraud case with my credit card and cared less about a paypal account--they did not help me when I needed it. Sure, they froze my account, but no big deal, there was nothing on it. I simply opened up a new paypal account using a different email address and the rest is history.

    As others have mentioned, paypal will only refund your money if they can retrieve it from the seller. They're also veerrryyyy slow. It's like waiting on a 5 dollar special. Twice I've bypassed paypal and gone directly to my cc (these were INR cases) with no repercussion. Last time I read the user agreement, it says that you can use your cc or paypal's dispute process - you just can't use both. If theyr'e banning people for opening disputes through their cc, then they should be upfront about that.
  • The UA says you can use both, but I don't think it says it anymore, but it used to clearly say you must go through their process BEFORE initialting a CC chargeback
