Tom, I did accept 1/2 the grading fee, I wasn't going to push the issue anymore due to your heartfelt response. Most of the members here felt that I should have pressured you into a 100% refund + grading fees AND I keep the card. REason being that you were CAUGHT red handed. You had initially sent the email about how you dont agree about PSA assesment and that you feel GAI ( I actually laghed out load) was a better grading company. Then I had to do some "serious research" (of course time is money) to find out what you already knew..either way the card was rejected by PSA previously. think about how I felt when the EXACT cert number after the T3 downey ou had listed was THE trimmed Konetchey you sold me? I felt like I had been violated in the poop chute!. Also, mostly you sell graded cards. The members here are smart enough NOT to buy ungraded stuff from a graded seller. MAinly because of A) card would grade lower than eye appeal from a hidden crease or paper loss card was already rejected by PSA. ANother REAAAAAL pet peeve of the boards is when a seller adds 10 or 12 characters to their auction title but neglects to mention a qualifier. For the pSA set registry a MK/PD/OC qualifier is TWO grades less. Usually, the prices also reflect this. There is nothing more irritating on ebay that looking at all these listing for PSA 8 cards and seeing the card has an O/C qualifier. Actually it is more annoying when you get excited, bid on the card, and THEN realize it has a qualifier. I think this happens more often than not, especially if you are trying to snipe 10-20 items at once. A psa 8 o/c car would grade no better than a 6 and therfore is morth no more than a 6. If it could grade a straight 7, it would already be in a 7 holder 9 out of 10 times.

For example, when a 8oc is put in the registry, the column that says "Pop Higher" would include all straight 7, 8, 9 & 10 & 9q.
From the pricing section of SMR on qualifiers:
"The Value would drop as much as 1-2 grades, at minimum, in terms of value. In orther words, a PSA Min 9oc would probably sell between PSA NM 7 and PSA NM-MT 8 value."
The POP report is done the way it is to make it easy to read. Having it look like "5 7oc 6 8oc 7 9oc 8 9 10", although maybe more accurate, wouldn't look right.

About the OC mattering or not? Beckett takes the 4 subgrades into account, and the final grade is no better than one grade above the worst subgrade.
